ＳＥですが、ITFのルールブックに以下の記載があるので「前週予選から決勝戦に残った人」しか対象にならないで間違いないと思います。
Special Exempt(SE)
A player that is on the Qualifying Acceptance List who applies for and receives an exemption into the singles Main Draw of that week’s Tournament because he reached the finals in singles at a “Qualified Tournament”in the previous week.
